Hi,
When it comes to fraudulent flags, when a gateway fails a transaction, only they can say for certain why they responded that way. I can take a look on my end. However, you'll certainly want their input on what causes a transaction to show as fraudulent. Typically they are very helpful when provided a transcript which will show them exactly what they received, have you been able to provide that?
Additionally, have you checked out this support article on Stripe?

Sometimes we see this caused by particular settings enabled on your gateway account that others may not have allowed, which we do not have access to view. You may have established some custom rules in the past which are preventing these purchases from succeeding. Or, you might be able to mark the affected payment methods as safe, and Stripe's AI will learn to accept your payments in the future.
